Related to https://github.com/hexops/mach/issues/151

We need to maintain a fork of DirectXShaderCompiler repo with our patches, but also with code generation committed. We can use the same model as we're using for Dawn: https://github.com/hexops/dawn/blob/main/mach/README.md

Can be improved, but we kind of have a similar setup. Need to wait until we get a more clear answer from Microsoft about whether we can contribute our patches upstream to know what best long-term strategy will be.
