Need a CI pipeline to test building from M1 mac.

Note: GitHub actions doesn't support this yet, https://github.com/actions/virtual-environments/issues/2187 - but I may be able to set up the M1 mac I bought for developing Mach a few days ago as an actions runner. Need to look into how hard this is to set up.
